Lagos Sets 31 December Health-Insurance Deadline, Enforcement From January

Lagos residents have been given until 31 December 2026 to obtain health-insurance cover, with enforcement due to begin on 1 January 2027, according to reports quoting Governor Babajide Sanwo-Olu’s announcement. The dates make the earlier Civique reference to a December deadline more precise.

The announcement accompanied the launch of the Lagos Private Health Plan partnership on Tuesday, 27 October, at the Lagos Continental Hotel in Victoria Island. Reporting by PUNCH, Channels Television and The Guardian places the initiative within the state’s effort to broaden healthcare financing.

The reports identify Executive Order EO/BOS/01/2024, signed on 16 July 2024, as the framework behind the programme. The current development concerns implementation arrangements and the grace period rather than proof that a wholly new legal obligation was created in October.

Twenty-one participating Health Maintenance Organisations were unveiled at the launch, according to The Guardian. That is a provider count, not the number of plans available or the number of residents already insured.

The private-health-plan arrangement is described as serving salaried workers and corporate organisations, complementing Ilera Eko for vulnerable residents and informal-sector workers. Sanwo-Olu said residents, workers, employers and government all have responsibilities in the framework.

Channels reports the establishment of an implementation steering committee and an enforcement task force. The launch of those structures should not be confused with the stated 1 January date for operational enforcement.

Update, 30 October: no fine schedule, exemption list, premium amount or consequence for an uninsured patient is established by the sources reviewed. Residents and employers should verify applicable enrolment guidance rather than rely on invented penalties or assume all plans offer identical benefits.
